This covenant bestows Cedars Park to the local authority for the benefit of the public, and describes how the land should be used.

Admiral of the Fleet Sir Hedworth Meux owned Theobalds Park and donated a portion of the land in 1919 as a public park under the custodianship and management of Cheshunt Urban District Council. The document outlines how the Admiral wished for the park to be managed and used.

The park was opened as "The Cedars" on 2 July 1921. The parkland has since been expanded — the original area that was donated can be seen on the first page of the covenant.
